I have followed this lead and correlated Moomle and Wikiverse searches from Azazrael and Valentine's respective Conduits reveal a pattern that can be triangulated upon a person whom I believe was the source.  Official records reveal that this person committed suicide alone in their bathroom just less than twenty four hours after the time that I believe they forwarded the Government file to Agent Azazrael.  Another lead turns up dead! The truth remains dark!
