Formal application for separate Federal Archives to be formed by Private Investigator Nathan Jeremy Azazrael has been approved via a Culusari Jury subsequent to it being denied at Application Level by joint Interstellar Police Council due to the deemed unstable disposition of Private Investigator Nathan Jeremy Azazrael that stems from his early childhood trauma.  It should be stated here that the all of the judges presiding over this case spoke personally with Private Investigator Nathan Jeremy Azazrael on the matter of his functional working and the majority of them found him to be a perfectly competent individual.  In fact, it must be said here that personally I feel that the loss of memory attached to his fourteen years as a youth that led to him appearing in a Governmental Hospital without records or even a Conduit enhancement appears to motivate him to excel in his field rather than hamper his efforts to do so.

Note the relevant signatures attached below in DNA data-megaway prints by majority vote concluded by Judge Lucus Ruffus and Judge Carmel Ristin and opposed by Judge Steven James Saxon.

Upon formation and diligent unto the suspensive conditions placed and agreed to in writing by Private Investigator Nathan Jeremy Azazrael the Memorandum of Investigation of the Azazrael Archives (hence forth referred to as "the Archives") has been opened with a preliminary fiscal budget.  Party to this agreement Private Investigator Nathan Jeremy Azazrael has accepted to limit the scope his investigation to the restrictions contained within the Founding Statement agreed upon by the Judges at the request of the State.  Namely the most pertinent such condition is that no such investigations shall be undertaken until official approval has been garnered by the Bureau where it is suspected that a party to that which is being investigated is in any way related to and authorized by the Government of Lunarship.  Furthermore, if such investigation does proceed without due and proper authorization then the Archives may be terminated by way of option and choice of the Senior Officials of the Bureau.  Private Investigator Nathan Jeremy Azazrael has agreed to this specific condition in writing and a record is held by each judge presiding over the application and a Senior Official of the Bureau.

Although the full Founding Statement will not be disclosed here--due to its presence as an attachment to this release--a summary of the Archives purpose as defined by Private Investigator Nathan Jeremy Azazrael in his initial application and subsequently amended by the Bureau will be disclosed:

"Due to the human race's rapid expansion into unknown territories and his rapid development of advanced technology from sources based on older less understood technology within the beta version of the Web a growing trend of unexplainable crimes and events that may be construed to be crimes a need appears to exist for an archive to be opened with that specializes in the solving and piecing together of unknown and circumstantial evidences to offer, at least in part, a plausible explanation to these unexplainable crimes and events that may be construed to be crimes based upon scientific fact, logic, reasoning, due and diligent investigation, and specialist knowledge.  The Azazrael Archives, as headed by Nathan Jeremy Azazrael, shall strive to fulfill this purpose within the framework and using the resources of the Bureau of Galactic Investigation while maintaining the integrity and the ethical standards of the supporting agencies in operation."

With this notice, from this day forth until further notice, decision, action, or other similar event event I, Judge Carmel Ristin <data-megaway DNA tag>, give leave for the formation and operation of the Archives unto Private Investigator Nathan Jeremy Azazrael.
